Mikhail Viktorovich Khomich is Chief Managing Director — Chief Strategist at VEB.RF, the state development corporation, and Deputy Director of the "New Business" division at the Agency for Strategic Initiatives (ASI).

Born on 21 November 1985 in the town of Murom, Vladimir Region. He graduated with honours from the Faculty of Economics at Lomonosov Moscow State University in 2008, holds a Master's degree in Economics and a Candidate of Sciences (PhD) degree in Economics. He is also a graduate of the Executive MBA programme at the Moscow School of Management Skolkovo.

2012–2017: academic and teaching work at Moscow State University. In parallel, he served as Development Director of the MSU Business Incubator.

2017–2022: held the post of Permanent Representative of the Head of the Udmurt Republic to the President of the Russian Federation — Deputy Chairman of the Government of Udmurtia. During this period, the region's non-resource non-energy exports grew 2.7 times.

Since 2022: appointed to his current position at VEB.RF and ASI.
